Do I need proof to submit a safety related report or concern?

No, you don't need any sort of proof. Evidence such as a first hand account of witnessing misconduct, screen shots or text messages, or a complaint from someone are helpful but not required. 

All you need is reasonable suspicion to make a safety related report. If you have a bad gut feeling, have noticed some red flag behavioral changes in an alleged victim/survivor or red flag behavior from an alleged perpetrator - those are all acceptable reasons to submit a report.
