No, you do not need to create an account to submit a ticket. You may choose to create a free account so that you can log in and check the status of your ticket at any time. Creating an account also makes it easy for you to keep track of any other tickets submitted as well as review all communication related to tickets in one spot without having to search through you inbox.
If you do not create an account, you will still receive updates periodically via email but you will not be able to check the status at any time.
If you do create an account, you may request that your account be deactivated/deleted at any time by submitting a help ticket.
